How can you tell if "plain looking" wood pallets are chemically treated or not?

Seen some that have a bluish or greenish tint that I assume are treated, although I can't think of a reason to treat them.

I'm not sure how you can tell be looking. However, if they were shipped in form outside the country they are most probably treated with some kind of insecticide.

FDA requires them to be treated. Although, some are just Heat Treated.

Pallet colors can be from the natural wood. Some woods turn grey and green even before being cut into boards just from the aging process. Don't think most pallets are pressure treated to prevent rot. For the home owner wanting to stack things to prevent gound contact plastic pallets are the way to go. I have a source in the Houston area to get them for $15.

they don't treat wood pallets like pressure treated, not sure about food grade since the food product never touches the pallet.

they are either low grade oak or pine, neither is good for a smoker.

Correct, any pallets for international shipping must be either heat treated for fumigated to kill any/all insects and will have the IPPC logo.
