I don't know what to think about this "player opt out" stuff.
Definitely made a difference in the score and possibly the outcome of the game. It's my opinion that it is going to ruin the bowl system eventually if they dont figure something out. You cant make them play but coaches are gonna have to plan for it if the coaches even care about non cfp bowl games.

And let me add that Dan Mullins should no longer be allowed to hold press conference. Release a prepared statement that a non moron wrote for him

I just want good games, not a varsity blowing out a JV.

I dont think there is an easy answer either, you really cant make them play. Expand playoff to 8 teams, resulting in 7 meaningful games. The leftover bowls, such as UT's annual Alamo Bowl appearance, are meaningless fodder no matter who shows up to play.

Maybe add a clause to the scholarships,if you don't play you are required to pay for your free education. Of course a lot of the players don't take advantage of the education part. Most can't spell cat if you spot them the c and t.

The playoffs should be simple. Conference champions get in. The FCS level has been doing it for years, so just follow their model. You could even take the top 2 from each conference or even allow for “wild card” spots, which would accommodate teams like ND and BYU who aren’t part of a conference.

I dont think there is an easy answer either, you really cant make them play. Nope - but just make their scholarship contingent upon playing and you owe it back if you don't. At least once they make it to the NFL they'll have the funds to pay it and the schools can reap a windfall.
