 Number of rods for Surf and Inshore fishing.

I have 2 questions for fishing the surf and Laguna Madre. I will be there next week.
1. How many rods per person are you allowed?
2. Are circle hooks required for surf fishing?
I looked online in the Texas regulations and could not find anything specific.

No law on number of rods that an angler can use. Circle hooks are only required when specifically targeting sharks. They must be non-offset and non-stainless.
