Looks like some type of standoff but I don't know why they would be needed?

the white dots are screws with caps so they don't pull thru, the rectangles are most likely a wall tie or standoff for whatever siding goes on it. need a better pic to tell for sure

I've watched several new buildings going up the last 5 years and I don't remember ever seeing those things before...They seriously look like giant staples.

It's supposed to look like the last building we built, I believe, so it may be some sort of white stone...most of our buildings are brick, but the last 3 or 4 have had more of a rock/stone looking exterior.

The dots are continuous exterior insulation anchors. The “staples” appear to be outriggers for either a metal wall panel system or anchors for limestone panels.
It appears that flashing above the steel header / accent is blocking the path of water from the weather barrier. The photo is not clear, is there metal flashing surrounding the window rough opening.
