Maybe these have been tried before idk!

I don’t have anyway to make lures so maybe you guys may want to try.

Pop-N-worm
A 6 or 8 inch ribbon tail worm with a large head and concave opening!
Fish weightless on top

Wake-N-worm
Same worm with a large block head!
Fish weightless wake style!

Crank-N-worm
Have crankbait with on treble hook and a screw to attach a 6 or 8 inch ribbon tail worm!
Fish like a crankbait

Bill Dance once pitched on tv for this bait called a Tadpole or Dancin' eel or some such thing. Anybody remember this thing?

those things killed pond bass, especially that bone color on the bottom.

The Ol' Dancin' Eel sure would catch those private phosphate pit bass down in FL.

Wrecked em on that bait. But the tail didn't last

Never caught a fish on them. Bill Dance didn't introduce too many lures I did have luck on.

Jen Kravassi at Jekyl baits paints a blank she adds a worm hook and trick worm to thats similar to what you are saying. Reckless Rodents has their Little Nugget thats a topwater version of what I think you are describing

There's a few wake baits on the market with a worm tail as well as the one above. I use them when fish are up shallow.
