I am lost would would be my next step I was thinking it might be the carbs need to be rebuilt or it might be a power pack/ wire and help would be most apricated

Sounds like a plug wire or pack. Might put some dielectric grease in the spark plug boot in case you got one firing down the side of the plug and grounding out.

it was the carbs I rebuilt them and it gone now. my first thought was a coil pack but it was been about 4yrs since I rebuilt the cards last I run my boat 2-3 times week. I figured it that was not it next coils. then power pack.

At the expense of being over-simplistic have you checked the level of oil in the reservoir? The chop could be triggering the low oil alarm.
