Back in the seventies there was a bait company called Ranger Tackle Co. out of Fort Smith, Arkansas. The made a lot of baits including the Threadfin Shad. I bet they were the culprit.

Looks like a Mann's Jelly worm. Check the tail. Wrong shape. Not a jelly worm.
