I wanna pull my pop up and 16ft boat all as one. So pop up to the truck and the boat to the pop up. Would that be illegal?

Not illegal, but just be sure the frame of the pop up is strong enough to add a trailer hitch and handle the weight of the boat and trailer.

And if going out of state check their laws. Some require a 5th wheel to tow a boat and not a travel trailer.

as light as that will be I would advise against it. gusty wind will make you ruin your upholstery.
not sure I would trust a pop up frame to also tow a boat, which one is heavier? you have to put the heavier of the 2 in front and lighter last, wheel base is also going to be funky with pop up first.
then you have backing, you can not pull in to any place that you have to back out of, trust me on this.
a one ton with a 30' 5th wheel and 20' ranger is a whole lot more road stable than what you propose.
