Been researching. I agree with a Dual Run capacitor. $30-$40 But not on Amazon or a Dealer.

if you replace it, look at the split units.

savings would be worth it I think.

for heat look at an oil filled radiator or 2, I use them at the lake and it saves me a bunch on propane.

they are pretty inexpensive for what they do.

Be careful on going too large for the space. Too much cooling capacity will give dehumidification issues by cooling the conditioned space too rapidly and not allowing time for the moisture to be pulled out of the air. The older rule of thumb is 500 sqft per ton of cooling capacity. Variants come into play with insulation amount, condition, windows, etc. There are some cooling load calculators available online. Plug in the data and it will give you a tonnage required. If you need a little over 1 ton and not quite in the 1.5 ton range, I would not worry too much about adding the extra less than .5 ton of capacity as that will likely not present the issue with humidity.

Have you contacted the VA in regards to a possible Special Adaptive Housing grant for your daughter? Depending on your daughter's disability grant money is available to replace air conditioning systems and other items that would improve your daughters quality of life. I do inspections for the SAH Grants and many times AC systems are part of the grant.

She does not own the apt. That's the problem with a SAH grant.
