Sounds like it was the water intake/Overflow at TCFWD. Its about a 10 x 10 concrete block, about 100 yards off the point where both freshwater district ramps are. Its on the North side, over on the east end close to the dam.

Driver was very familiar with the lake, accidents can happen to anyone.
