Maybe its their first water craft. Cut them some slack this time. Leave a nice but firm note on their truck stating this is NOT correct place to park,

although I would use my hitch ball to move their truck back till the trailer is in the water far enough they can't just pull around.
hop, it sounds like you have expertise in these matters? (and trespassing law?)

I had something kind of similar happen but stranger. Deep Creek Lake (MD), 4 or 5 lane boat ramp with folks waiting. A woman was by herself and me and a buddy were waiting to pull our boat. She was having a difficult time so I helped her launch her boat etc. and somehow was tasked with parking her car. When I got back to the ramp she was driving down the lake into the sunset with no car/house keys......
