Is it legal or illegal to tie a line and a balloon to a striper and follow it to stay with the school?

I'm sure there's probably a reg, statute, or code that makes it illegal. But that's just wrong to do in the first place - would think that kind of continuous stress would kill the fish. Nevermind, took me about ten seconds to find the answer.
