What is the purpose of the red ring in the filter?

if water is present and collects in the filter it settles to the bottom and causes the ring to float up off the bottom to indicate the level of water in the filter.
the ring will float in water but not in gas

Let me guess: That information is in another owners manual almost nobody reads?

since you put a question mark at the end of your statement, you are looking for someone to confirm that you guessed right.
Hopefully someone who has read another owners manual that almost nobody reads can answer that for you.
I just know the ring floats in water and not in gas.

Testy aren't you? So you know, great. But you seem to imply you didn't read the manual either, so someone who DID must have told you, or you were born with the knowledge.
Watching TFF posts on ownership & maintenance makes it clear that a notable % of people seem to depend on the small % who read the manual on their equipment.
The point was I bet it's in the manual given that it's a basic thing for an owner to monitor, but many owners would never know due to what appears to be a tendency to toss owner manuals as part of the packing material.

Don't aim to be Testy.
I actually went to the school of hard knocks to learn that.
Motor was cutting out one day so I pulled the cowling to look things over and that's when I saw it for the first time. The red ring was halfway to the top of the filter and I could clearly see that the liquid below the ring was not gas. I have seen the red ring floating a few times since then too, and that's how I knew.
No one told me and I was not born with the knowledge either, I learned it right out of thin in the middle of Rayburn while leaning out over the back of the boat trying to get the motor to run.

It felt good to post here and be able to answer the OPs question. I could write a manual about on the water or side of the road remedies for mechanical failures, and what to do to make it to the lake or to keep on fishing and make it back to the truck at the end of the day.

Your post came across to me something like this: You must be a nerd because you knew that, or you hang out with nerds who know and they teach you stuff and nobody likes people like you, or else you was just born a nerd and already knew before you could talk.
So.....I might have been a little testy. sorry
