I'm on the verge of purchasing a piece of property on Toledo that has minimal waterfront.
Can I dig a inlet of sorts into the property so the neighbor a myself could park both of our boats at the same time?
We both have a little of water frontage but its at the very end of a small creek. The water is deep enough just not wide enough.

You would actually need to talk to the local Sabine River Authority office. They usually charge a small annual fee for docks, water usage, etc. I believe you would need to submit your plans first, after which an agent would come out to check out the area. They have probably seen it all from other lakefront property owners and have a pretty good idea of what will work and what won't for that area, so they can also give you some good ideas before getting started.
