OEM or Marpac fuel line and bulb- not Attwood from Wally World. Good place to start or hopefully finish.

make sure the timer base is not sticking when you advance the throttle. carbs are opening but the timerbase under the flywheel is not advancing the spark advance

Just had this issue on an ‘83 90HP evinrude. Rebuilt the carbs, all new fuel lines and still same problem. Turned out it was a small piece of fuel line in the port where the needle and float go. I removed all the ports I could and cleaned. Make sure you’ve removed them ALL and go through it. Would have never found it if I didn’t remove the brass port.
