According to what I am seeing is that all public boat ramps are closed in the second paragraph below.

Tom Green County Public Health Authority, pursuant to
Texas Health and Safety Code §81.082, hereby issue the following control measure order:

All private or public recreational or entertainment facilities within Tom Green County must be closed. This
includes but is not limited to all theatres, sexually-oriented businesses, skating rinks, bowling alleys, golf
courses, swimming pools, dance studios, parks, playgrounds, basketball courts, tennis courts, beaches,
public boat ramps and docks and camping areas.

Hiking, biking, and walking trails may remain open but
at least six feet of distance must remain between people and congregating or activities other than walking,
running or biking is strictly prohibited.
A FAILURE TO FOLLOW THIS ORDER SHALL SUBJECT EACH PERSON IN VIOLATION TO COURT ACTION
AND WILL CONSTITUTE A CLASS B MISDEMEANOR PURSUANT TO §81.087 OF THE TEXAS HEALTH AND
SAFETY CODE. SUCH COURT ACTION MAY INCLUDE APPLICATION FOR A COURT ORDER TO AUTHORIZE
LAW ENFORCEMENT TO USE REASONABLE FORCE TO SECURE THE PROPERTY, AND TO PREVENT
INDIVIDUALS FROM ENTERING THE PROPERTY. SEE §81.084(L).
This Order is issued under my authority as Public Health Authority for Tom Green County, Texas on this
the 31st day of March 2020.

Just saw where Abbots executive orders supersede and Local order

" This executive order shall supersede any conflicting order issued by local officials in
response to the COVD-19 disaster, but only to the extent that such a local order restricts
essential services allowed by this executive order or allows gatherings prohibited by this
executive order. I hereby suspend Sections 418.1015(b) and 418.108 of the Texas
Government Code, Chapter 81, Subchapter E of the Texas Health and Safety Code, and
any other relevant statutes, to the extent necessary to ensure that local officials do not
impose restrictions inconsistent with this executive order, provided that local officials
may enforce this executive order as well as local restrictions that are consistent with this
executive order.

Given under my hand this the 31st day of
March, 2020.
