Doesn't sound like anyone but Trump knows about this even though he says he spoke to the governors, etc. - imagine that. I don't know how any state leaders, or anyone else for that matter, can possible function in any sort of proactive manner with constantly changing reactive messages coming from Trump. He mentioned not traveling out of state, especially from some of the hot spots, last night on TV.
Any unnecessary travel right now, in my opinion is dangerous. Truckers have to but when business can happen without traveling and people can stay put rather than move out of a hazardous area is better for everyone.
I am on a Salt Water forum, mostly from the right coast and many Floridians are complaining about people from NY moving in.

Trump is considering this, This is what he just put on FB:
I am giving consideration to a QUARANTINE of developing “hot spots”, New York, New Jersey, and Connecticut. A decision will be made, one way or another, shortly. I think hes trying to stop people from fleeing those areas because sick people are fleeing and just bringing the virus to other areas. I was in lumberton yesterday and saw people that were from north Texas and others that weren't from the area. We definitely dont need people traveling at this time. I heard on one TV news show that there were a number of private jets leaving the state and the feeling was that they were running from the virus and maybe carrying it with them. Can't remember which network, probably FOX or CBS.

The way China was able to stop the virus was by completely locking down Wuhan. Nobody in or out. New York is our Wuhan. Not saying we should do that, but I don't think I'd fault Trump if he tried. Just not sure it's legally possible.

If you stop counting you can call it stopped.
