As long as the 4 bolts on the side of the jackplate are torqued properly, the answer to your question is No.

You can tighten it a little to keep a bind on it and keep it from rattling but no problem for it to be loose.

It should not be loose, If your side bolts are loose, that could make the middle bolt loose.

Its meant to raise and lower the JP.

Looks like a self locking nut, so NO it should not be loose.
As mentioned above the jackplate may have moved causing the nut to become loose.

That nut is used to raise or lower your motor. Just make sure the 4 side bolts are tight and then you can snug that big one if you want.

This is the answer Tom. The bolt is never gonna fall out. It has a welded but on the other end.

Thanks guys. All side bolts are tight and I thought that top bolt didn't need to be tightened. I do keep it snug, however, with my hand after coming off the water. Anal me....just checking.
