I have heard stories about "combat fishing" during the salmon run where guys were lined up elbow to elbow for hundreds of yards. I can see how that would violate the social distancing rules. Yup. Open/permitted areas on those rivers can be rather small in comparison to the hordes of people who want to fish, so you're almost bumping elbows.

Those guys fish differently in many cases than we do here.
Lined up shoulder to shoulder on a good river is not unheard of.
yep, just like when the steelhead are running out of the Great Lakes. I would not be surprised to see the same thing on the rivers feeding lake Erie.
