Considering Whitney has come up over 7’ in the last week I wouldn’t think conditions would be good. I would be concerned about debris hiding under the surface of the water making boating quite dangerous.

We just got home from Whitney. The lake is up about 7 feet but we didn't have any trouble launching. We put in at the dam and ran up to Cedron. There is a lot of floating debris on the main lake and even more back in the creeks. Otherwise the lake is very clear. I couldn't get any shad so we went after them.with artificial and caught a number of unders on chrome rattle traps. You could see them chasing it back to the boat.
