Just got off the phone with LCRA to confirm. If any park they manage is closed, the boat ramps are also closed. Bastrop comes to mind. Not sure if there is another ramp that is not an LCRA ramp.
From the LCRA website:
Visitor centers at LCRA Parks are closed and organized group activities have been cancelled to protect visitors and staff from the spread of coronavirus. On Monday, March 23, all LCRA-managed parks will be closed until further notice, and all reservations through April 20 will be cancelled for a full refund.

According to the LCRA website ( https://www.lcra.org/parks/pages/boat-ramp-information.aspx) Fayette ramps are open as LCRA does not manage these facilities. Quality of maintenance at these two sites bears that out as both are in atrocious condition compared to ones managed by LCRA.
