How far down the river from the spillway can I find the trout?

You can start fishing with a fly rod as soon as you have enough space to cast. The big tree in the middle is usually as far as the guys with the surf rods go... you can wade down a bit and be on them. Check out Hueco Springs as well, free entry courtesy of TPWD. A lot of great spots to fish along the river, just might have to pay $10.00

Yep,
Rainbows and the occasional Brown can be found from the dam tailrace all the way to New Braunfels. As long as the water temp stays below 70 deg. the fish will survive year round.

Headed to Lazy L&L camp and RV park. Is that a good area to trout fish?

I was up there about 3 weeks ago, you can fish some spots there. They also have a place a bit further down river road. you just buy a pass at L&L.
Action Outfitters is just a bit further down ($10 fee/fly fishing only).
L&L would work, water is moving pretty decent there.
