I put some pre and post emergent down last week. The clover has started turning yellow. I guess it's working.

If I’m correct 15-5-10 is a good start, especially with wet weather. It’s been years since I did any landscaping so I might be way off

Any time in the first 3weeks of February. Before the first day of spring . I always do Feb then again in May .
