Has anyone had much luck with this technique? Been throwing it alot for the last two weeks, not much success.

It makes a difference at times. Ken at KC Infection baits made me some Disco Violet worms & soft jerk baits that the blade works very well on.

Smurfs, are you referring to the small spinnerblade with the screw-in keeper for inserting in the end of a senko or stick bait?

Have had success with them around the shad spawn as CCTX posted above

As a moving bait or flutter on slack line? Never understood how this works.

As a moving bait with nail weight on the head/hook end and spinner on the tail end.
Casting or pitching out and letting the spinner blade rotate on the fall. Hopping it back or swimming it on the retrieve

However, to the OP’s orig8nal question, I have not tried it while wacky rigging
