Strange that only 2ft high would shut down the ramp, or were there other factors?

Strange that only 2ft high would shut down the ramp, or were there other factors? They will close Buck when the asphalt at the ramp is saturated. Otherwise, it will get damaged with use. Then they have to close it to repair. Other ramps on the lake have more room for high water.
