Target any fish....not picky.

Go as far North on the Devils River as you can get to catch small bass. Target the larger rocks, rock walls and heavy wood. Fish as slow as possible. Water will be warmer the closer to the springs that you can get. Pay close attention to these water temperatures as you work your way out. Go all the way to the backs of each of the larger creeks above and below Rough Canyon Ramp. Lots of small Buck Bass will be working these shallows looking for bedding areas. I have caught many quality Bass in the back of these coves on the bushes setting in 3 ft. of water this time of year. - Senko's - Wacky Rig - Small Jigs

Got there at 7am this morning. Caught one Bass on a Shad-pattern Rapala. (Actually my son did) I threw a drop shot swim bait for about an hour and switched to a blue gill crank bait right before the boy caught the lone ranger. Never picked up another fish, but the one we caught was exactly where you said it would be.
Learned a lot.
The facilities at the park are amazing. Restrooms SUPER nice and the low water ramp (high water ramp was closed) has a great loading dock and easy 4 lane access. Covered picnic areas with built in (really nice) grilles free for use as well. I imagine other times of the year it is hard to get to the stuff, but today it was just us. Couple of other boaters showed about 1pm as we were finishing up our picnic lunch.
Also, want to say that the people at Hooker's Bait shop and grille were super friendly and helpful. Seems like a nice place.
Anyway, we will be back and will take your advice about going further north up the devil's. We only went a couple of coves north of the ramp.
