There are more than 12 if you include TAPPS and other private school classifications. 1. The state champions are based on classification. 2. Classification in the state of Texas is based on enrollment. If you are intimating there should be (1) State champion that would be like saying there should be (1) collegiate national champion. Navarro Junior College does not compete with Univ. of Alabama for "1 National Championship". Similarly Gruver does not, should not, and will never play Denton Guyer for a state championship
