 any help with control box

I have a 1983 90 Evinrude that wont allow full power. Butterflys open about 1/4 open at full throttle? Any help appreciated. Let me ad i am pretty usesless at fixing most things. my cell is 972 740 1243

thx. called him but he is not sure he can get parts because of its age. Also I need to borrow a tow vehicle as he does not do mobil work. Thx for the heads up tho
