I have a older Chronarch that the handles are getting cruddy and need to know what to clean them with without messing them up.

WD 40 is actually a pretty good cleaner for stuff with moving parts.
Cast I have a short attention spa

If the handles are soft I would not use wd40, it may soften the handle, and make them slick. use soap and a brush and dry them aggressively with terry cloth
if you play golf, just like cleaning grips
