Head mount. Arms get in the way with the chest mount.

From observation, when folks are wearing head mount, they forget there is an audience and they look here and there which makes for jerky/erratic video, someone watching the video has trouble following, if this is the only footage.
If this is just for a closeup or cut-away/b-roll then its not as big a deal because more of the video is from a steady/stable source.

Stationary on a large tripod mounted on back pf the boat, body cams make too much movement.

I mostly record from head mount but if you get in a good habit of not getting your arms or hands in the way the chest mount is a very nice POV.....Sir Duke is right about the head mount I forget a lot of times that I have it on. hammer
