New angler, fishing off banks of south Texas with me and my son. I got a question that I somehow find a bit crazy to ask, but might be just (who knows). I've read a lot of books and videos, not much talk about this though. 

Since we are new we are always trying to use different tackle and ways to fish. Trying to figure out what works best and how it works in general. I got this crazy idea and im not sure of it is helpful or just plain crazy. We fish with a spinning cast and a 17lbs test. Trying to find anything that will bite. So here are my questions. Apologies ahead of time I'd this seems off or this is wrong place to ask.

1. Is a 17lbs test mono going to cause issues fishing on a bobber or cast and reel?

2. A quick way I imaged switching lures, is to connect a snap swivel to the main line, from there make a premade rig that is direct tied to the tackle (hook, spinner, float sink) and the other side a well knotted loop that is connected to the snap swivel. The premade is about 12-15 inch long. Is this crazy, beneficial or useful with some cons?

A large size spin cast will handle the 17 lb line, it can cause the smaller reels to not work just wright. The swivel saves time and makes changing hooks a lot quicker plus it keeps the line from twisting.
Have you tried the bank fishing tred that way you are talking to fishermen who fish from the bank all the time.
