I wonder whether it is legal to re-locate bass that I catch from lakes and release them to public neighborhood ponds.

Not legal, you can't transport any fish from one public body of water to another, but you may take Bass or other fish from public waters and transport them to your own private lake/pond.

1. Live fish, including personally caught live bait, cannot be transported from the water body where the fish were caught in or aboard a vessel in water from the water body where the fish were caught. Personally caught live bait can be used in the water body where it was caught.

2. It is unlawful to place any game fish into public waters, other than the body of water where the fish was caught, without a valid permit issued by TPWD.

3. Fish that are legally harvested from public water may be stocked in a private pond.

TXMulti-Species is correct. With zebra mussels spreading quickly, in some cases it is not legal to transport water from one public lake to another.

Ah, but is the neighborhood pond truly public? Many of those are, in fact, private.
