While the factory installed horn works fine, it doesn't seem very loud to me. Does that still qualify as an audible warning device. I think it would be difficult to hear over a running motor.

The sounds carry really well on the water. But, Im not sure of the horn legality question. Mine doesnt work with the main power off.

Sounds like you are mainly concerned with it being legal. My horn works and is fairly loud but I still carry a whistle in the glove box just in case. You know how it goes, been working for years but first time a game warden wants to check it, it won't work. Whistles are cheap for piece of mind.
