Spoke with a gentleman yesterday while fishing at the dam and he said the gates would be open a foot year round and never closed again , also stated that plant would not be online again. They had a big crew and overheard them saying bad bearing in one of the gates and since the plant was closed no money to fix and maintain .

It has nothing to do with a bad bearing or anything other than Luminant and TPWD decided since there wasn't going to be staff there to monitor and open and/or close the gates, they would open them full time making Monti and Bob Sandlin the same level forever. I even spoke with both entities and discussed setting up an LLC with a friend to take over the mgmt of the gates and was told no thanks.
I'd also make sure you aren't going across those buoys at the dam. Several people have been doing that lately and they've all been greeted by the same friend mentioned above with nice pink slips as "souvenirs" for their efforts. Those gates are being monitored 24-7 by a security guard and they call the Game Warden every time they see someone inside them.

I ran some people out of there myself . What will be the effects on Monticello from this ? Any grass in Sandlin ? North end of Monticello still able to fish ? Seems to be a lot of giant carp in Monticello now .

One of the bigger effects is on the ramp. An already sketchy ramp with unlikely future repairs. Most of the pads are now out of the water on "dry" land.

Monti's full-pool is now almost 3' lower than before gates were opened.
If you monitor "lake levels" and see Sandlin approaching the 21/2 to 3 foot low mark, you have to be very careful while launching on Monti's ramp because your trailer's wheels will drop of the back of the concrete.
As Jeff said, it's been this way for almost two years and the ramp almost got impossible to launch from in the Fall / Winter of 2017.

2 years ? The incline is a issue also , seen a guy struggling to pull a fully loaded 21ft ranger out with a 1500 Chevy.

2 years ? The incline is a issue also , seen a guy struggling to pull a fully loaded 21ft ranger out with a 1500 Chevy. If his front wheels are dry seems like getting it out would not be an issue unless the guy just has rear wheel drive only on the Chevy. We had no issues pulling your 21' boat with my Lexus 4.7L but I have all wheel or 4 wheel drive. But didn't have to drop to 4 wheel as all wheel was more than sufficient. Now if the trailer wheels drop off the back, that's a huge issue. You'd have to take the boat off the trailer, get it on the ramp and somehow get your boat on the trailer semi-dry. I've seen so many sand bass in that lake long term lakes going to go downhill. Real shame. 4 years ago I boated 4 over 6lbs on a frog. Best fishing day of my life. Those days are gone on that lake.

The ramp definitely gets dicey if Monti drops to a certain level. The park is now owned by a private family or person but they seem to literally do nothing with it. I've thought about contacting them about building a new courtesy dock but they don't even pay enough attention to always have pay envelopes in the box so I seriously doubt they would build a new courtesy dock, much less extend a ramp for low water years.
The lake itself has done just fine as vegetation has found new areas to grow to replace the areas that are now on dry land. It definitely fishes different now that when it was hot which is great because it keeps the crowds down in the Winter when I like to fish more often.

Let them take care of it, and have a ramp that works...

No idea. Quite frankly I am not sure Luminant was ever running the park despite owning the land. It would have been awesome if TPWD had it because it would have to be better than the current situation. TPWD is still managing the fishery but the land and the lake itself belong to Luminant and they are trying to sell it.
I may contact the new owners and see what they would be willing to do. Heck, I'd chip in $100 or more if others would do the same to build a courtesy dock and lengthen the ramp. I bet if we threw a little fundraiser together and got anyone who donated X a lifetime parking pass, that may work. Who knows.
