It is not and I have no idea why.

I put in my kayak at the park and paddled over there to see why it was closed as the water is at a normal level and dropping so figured the ramp would be well out of the water... and it is. Looks perfect but is not open.

The little road down to it is blocked with cones and tape and a sign that says "Closed- Emergency Access Only" and then some blurb about Highland Village Police enforcing it. There is also a big sign at the main entrance that says the same.

I have a mind for as much as the park and ramp have been closed this year to ask for a discount on my annual pass but we all know that would be wasted breath.
