I purchased a 10 ft Jon boat years ago from a guy that didn't have the title.
The mfg plate is so worn the serial # n most of the writing are gone.
The TX numbers are perfect, who or where can I call or go to get a title as I want to sell this in Ok. With a Trolling Motor.
I'll pay to have the title shipped to their house if they will sign it over to me.

Boat and outboard motor ownership information is, by law, public information. This information is available online through the Request Ownership Information link on this website. You can search by either a TX number or serial number. This service is available at no cost and you will be required to enter a valid name and address prior to being provided with the information.
You can obtain the make, length, expiration date, and confirmation of title or lien by calling 1-800-262-8755 or (512) 389-4828.
If you need owner or lien holder name and address, and do not have either the TX number or serial number, you can submit: Form PWD 763 media download(PDF 263.5 KB) to Texas Parks & Wildlife Headquarters in Austin, a Texas Parks & Wildlife Law Enforcement field office or a participating County Tax Assessor-Collector office.

I always use the TPWD websites Query Ownership function to see who the registered owner is before buying a boat. Many times sellers did not register the boat after they bought it or do not have a title in their name and are trying to pass it along because they can't register it. I believe it is also illegal to 'jump owners on the title - the state wants their tax money so wants you to register and file for a new title when you buy a boat.

I've had to play detective and was only successful in finding the registered owner once and that took me 6+ months to finally get the boat title in my name - it was a 1964 Super Skeeter so you can imagine how difficult that was but the boat was worth it to me so I spent the time. If you can't get a title easily then move on. Believe me - most times it isn't worth the hassle or it may even be impossible to get a legal title in your name.

The bonded title route takes time also. You could be on the lake in a week or less with a 'new to you' boat with a proper signed title and bill of sale from the owner listed on the title.

I think the original owner has to apply for a lost title so it is not as easy as just requesting a title from the TPWD and then shipping it to the owner for a signature
