I had a 14 foot V-bottom aluminum boat for years that had a Merc 18HP on it. That motor was more than enough for me, my buddy, and all of our hear in that little boat. My recollection was that it GPS'd about 24MPH. Plenty fast enough for a small boat.

If the weather gets bad and you are on a big lake in a boat that small, you need to beach it on the nearest shore and wait out the storm.

fluke: 15 HP will do all you need, maybe not all you want. Wasn't that the message in a Rolling Stones song?
I just bought a 14 ft vee-bow aluminum boat. The owner had a 15 Yamaha 4-stroke on it and it would go 30! I have a 9.8 2-stroke on it and it will go 15.

15hp will do the job well surprisingly well.

9.9hp or 15hp will move you pretty good! I had a 8hp four stroke Honda on a 14ft flat bottom, with just me and my gear I use an app on my phone for speed and it would read 10-12 mph.
