Anyone know of any lakes in the San Angelo area that have good populations of white bass?

Nasworthy, Twin Butte, and OC Fisher all have whites but not large populations of them. Kind of hit or miss when fishing for them.

Do you find them on structure this time of year?

Honesty couldn't tell you. Only time I ever fish for them is if they accidently cross my path when I'm bass fishing. I will say though there are some surprisingly big ones in Twin Buttes.
