I push my throttle full and the boat wont plane. Sounds like its not getting gas. When I start it and put it in gear it dies unless I go half throttle. The bulb seems like it wont get full, it never gets hard like its full of gas. Dont know if theyre all separate problems or one problem. Any suggestions? Maybe the filter?

Possible bad bulb
Fuel line sucking air
Not sure on that motor if it has a vacuum fuel pump on the side of the block where the gas line comes in

Also you said it wont start up unless you go half throttle. Not sure how you can start it being half throttle unless you have a hot foot
Possible trigger coil or power pack----That's just a thought

Fuel pump looks like an oil filter next to my batteries in the back.

This issue still haunts me. I had a 97 Johnson fast strike that performed very similarly. I went through everything from anti siphon valves to VST, power-pack...EVERYTHING (almost). Although mine would start and idle ok as soon as I tried to get on plane it acted starved for fuel. If I pushed in the key (choke) it would run perfectly fine. I had just rebuild the carbs 6 months prior and everything had been working fine that whole time. I ended up selling the boat with full disclosure and because I was just tired of trying to pinpoint it, the buyer took it to a shop and the carb bowls had already warped... the one thing I did not re-visit...
