Tried their website but it is tough to navigate on phone. They say that the leads are not energized when not connected to a battery. If this is the case then why do I read 10.6 volts?

Finally contacted them and they said if it is reading voltage then it may be bad. Thinking about,draining battery down and hook it up to see if it charges. Charger and battery tender both show fully charged. I am also going to put old battery on portable charger and see if it takes a charge. It was reading 1.6 volts when I pulled it.
