Have previously re-painted Mercury cowlings with great results using the Mercury Phantom Black paint. This time around, same paint, getting lackluster results, not near as shiny as before and have put on more coats, Should I go to a rattle can gloss to get the shine? If so, what one? Thanks in advance.

Did you use the clear coat? If not, a clear coat it, then hit it with a orbital and some Finess-It.
1: Aplying 2nd coat to early, paint can't de-gas.
2: Humidity can cause problems like this
