Setting is Arkansas, and the event is a Christmas parade. (I.e. You know, holiday-themed floats being pulled down Main Street...Santa, baby Jesus, reindeer, elves, fake snow...candy being handed out to excited kids...etc.) These geniuses built a festive confederate-themed float to pull and gave out live bullets for the kids.
