I had my sea wall ( lake wall acutely ) stabilized by using this product called " Rip Rap " much better than regular sackrete https://www.sakrete.com/products/rip-rap It is not cheap , I used a Company out of Ft Worth. Mo

Quikrete rip rap is designed for your application. Anyone that sells Quikrete should be able to order it for you. Pallet quantities only probably (42 bags). I work for Quikrete

We live on the shallow end of the lake and only need to go 2 bags high, so concrete sacks are a good solution. Luckily the ones I set were for a path and not along the lake front. Looks like the Rip Rap is the way to go.
Procraft2000, I assume I can order from Home Depot???

It works. Even better if you drive 3/8 rebar down though them to tie them all together yes hose them down, otherwise a lot of the cement powder will float off

Built a whole dam in my parents creek using bags of concrete and rebar. Dam is still there 20 years later. We went about 6 rows high and 10 or so across. Not a huge dam, but it holds up during storms where the water gets 7-8' deep and running pretty good.
What a maroon!
