I have 2 Johnny Morris Platinum Signature reels, one works great. The other one is pretty Grundy feeling when retrieving a lure. I took all apart and cleaned and oiled it and it’s still the same way.
Any idea of why this one is like that??

Check the pinion and main gear, to see if they are worn or damaged. You may need a new set. If you buy one you should by the other. This way you won't have any problems with it.

Another possibility is the bearing on the bottom of the the main gear drive shaft. The bearing sits in a recessed port and rarely gets cleaned unless you know how to get it out. I've encountered several reels that felt "funny" where the problem was that particular bearing. That bearing may just need a good cleaning or possible replacement.
