If the OP goes to the wrong TPWD office with that story in writing, he's in for a lot of grief! Maybe he slept through punctuation 101 in the Fourth Grade. The TPWD is getting harder to deal with all the time, and you need to read their rules, forms, requirements and shape your Title Transfer/Registration request the best you can, to match their rules, if you expect to successfully get a title and registration. Out of state is another whole problem. Possibly he has the documents needed, but I would doubt it.
Good luck to him. I got a title on a fifty-seven year old boat that had no numbers, no title, no previous known registration, but it wasn't easy or cheap. Game Warden inspection, title application, registration ran over $80.00, for a boat maybe worth $100! Nowadays, it's all about the fees(money). If I wanted to put a trolling motor on my kayak, it would be the same cost. Ridiculous! IslandJim

Texas it tough. Had all the paper work from the same person. Boat title/Motor title/Trailer title. One of the titles for the boat or motor was missing a date. All was needed was the sell date. It had to be filled out by the seller. She would not let me fill in that date even though all were purchased as the package deal. The trailer had to be carried to county tax office but it had the same date as the boat/motor which ever one was missing. I could not fax it she wanted the original. He was 3 1/2 hours away. I mailed it back to him and he mailed to back to me. Boat papers avoid the TPWD office in Waco Texas. They are not very friendly either never a smile of have a great day. They look like they just took a bite out of a big old lemon.
good luck with your deal

Several years ago, I (fromTexas) purchased a boat, motor, and trailer from a Louisiana seller. To register it required several TPWD forms with the seller's original signature - can't recall if there were any additional document requirements. The LA lack of title is challenging because you have no assurance that there is not a lien holder. In theory, you may have purchased a rig from someone other than the legal owner.

Online registration is not an option. Visit a TPWD office and request their specific guidance and forms on properly registering an LA boat and motor purchase and they will explain the process. Then visit your County Clerk and request the same information for the trailer. You will then know exactly where you stand given your particular situation. Unfortunately, you may eventually need legal guidance/action for a final resolution...

When I bought mine in La I made sure that I had everything needed. We even called TPWD from sellers conference room. La transfer forms are on the back of the registration papers. I also had bill of sale for purchase price. Sellers registration form was in pieces but his wife made a good copy. LA also does not have weight on trailer registration so I had to weigh it and he inspected. TPWD in Garland was great. Everything thing went without a hitch even though pencil tracing of hull serial number was not perfect. Trailer registration sucked because they only told me to get inspected and not weighed. Took 3 trips but they let me subtract boat and motor to get net trailer weight unlike some counties.
