I know that when deciding if a fish is long enough to keep that you can swipe the tail, but if you are measuring for an "Under" do you have to swipe the tail to see if it will go over 16"? Or is swiping the tail for all fish the standard procedure?

Or is swiping the tail for all fish the standard procedure? Under or Over, swipe the tail to make it as long as possible. If it touches 16 inch mark you are running a big risk of not only losing the fish but also getting a nice souvenir from the GW.

The key answer is to make it as long as you can or achieve the greatest length. Mouth closed, gently bump bottom lip, pinch tail, then swipe. Remember, you are trying to achieve its greatest length.

I agree, because to measure for overage, the same would be done.

Most tournament rules say it can't touch.... though that is not what the Texas law says....always swipe it

If you can make it touch doing ANYTHING. then it ain't an under Rules to live by lol. From fishing slot lakes my general conclusion is that they're going to do they're best to make them fit on either end within reason. If a pinch and swipe looks good you're ok. I'f it needs stepped on a little at the low end you're ok. But that's a 1/16th or less margin you're dealing with.

The person measuring fish at the Skeeter Owners Tournament last year said "I will do everything I can to make your fish 24 inches so I have to do everything I can to make a fish 16 inches"

If you can make it touch doing ANYTHING. then it ain't an under Per the TP&W laws, that's not true. For largemouth bass, length limit is a 16-24 slot. Bass 16 inches and less or 24 inches or greater in length may be retained. The way it reads, an under includes a 16" fish.
