Not sure on the talapia, but the cat fishing is real good. Get you some wheat, fill a 5 gallon bucket 2/3 full of wheat, then fill it to the top with water and put a lid on it for two days. Find you some trees out in front of the island in about 20 to 30 foot of water and chum with the wheat. Use Mr Whiskers cheese bait on a #8 treble hook. Use the smallest weight you can get by with. I chum tree #1, move and chum tree #2, then tree#3. Your gonna throw out about two coffee cans of the wheat out near each tree. Go back to tree#1 start fishing. Drop it straight down and back up one reel off the bottom. It normally takes 20 minutes to start catching. Once tree #1 stops producing throw more chum, then move to tree#2 and just keep repeating this process and you will have a ton of fish by the end of the day. They do have a cleaning station there if you decide to keep them.

Just go to a feed store and buy a bag of range cubes. Throw a few hand fulls out. Works as good as any chum.

Soured maize as stated is about as good a chum there is for catfish. We used to bait holes in Rayburn with a molasses block then bring the maize and dump a few scoops when we started fishing. Catfish would show up immediately
