Whitney is known for having clear water like Granbury and PK since they are on the same river. In clear water and stained water your best chance is in the marinas and creeks in the dark before the sun comes up. Using a bright light shining on the water will help. In days past when fishing tournaments most everyone caught bait at other lake to make sure they had bait. Yep now that is a no no. If you don't like getting up early then fake bait is the way to go.

Put your boat in at the Morgan Lakeside Park on the South side. Go West to the first major creek arm on the left. Go up that creek till it gets shallow. ALWAYS bait up in that arm...
Not sure which creek it is but it'll be obvious on your map.

It's only a good cast if you catch a fish...

Catching bait at Whitney is tough on a good day, as TexMann says the easiest way to get premium shad is Aquila.
