1/4" mess cast net. Throw out some dry dog food and the minnows will come to you.

drive around 3 or 4mph and watch for the water flipping, when you see it stop and cast a net on them. Or at the boat ramp, usually can find them at the boat ramp. I can catch large shad all day easily, the small ones are harder to get. I don't catch as much on the native minnows as store bought, I assume its because they don't hold up as long or well?
