Academy at 4627 E Sam Houston parkway is a command center for Louisiana Cajun Navy. Flatbottoms, surface drives, airboats are needed. They work best. Not sure if anyone from the north can get to them unless maybe going to Beaumont and taking i10 west but even that may be flooded.
